Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO’s global mandate and Strategic Objectives. More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

The position is under the overall supervision of the FAO Representative in Somalia, and the direct supervision the Livestock Sector Coordinator.

Technical Focus
The Livestock Data Management Assistant will provide crucial program support in the management of Livestock activities in Somalia. S/he will specifically provide support to FNS-REPRO, RAAISE/ILED, SIRA II, USAID RECOVER, CLIMB, and SCRP projects in the livestock sector as follows: developing data capture tools; data management maintaining the accuracy, integrity, and security of computerized data and information; preliminary data analyses including thematic mapping; training of implementing partners on data management; and updating the livestock interventions databases and trackers.

Tasks and responsibilities

The incumbent will:

  • Develop questionnaires and subsequent Form Management Tool (FMT) and ODK forms for data collection on livestock interventions.
  • Facilitate collecting of quantitative data and information on all the activities under the livestock program.
  • Receive and clean disease surveillance forms, vaccination, treatment, and vector control forms) received from the Implementing partners and file them according to serial numbers.
  • Reconcile data and assist in preliminary data analyses of surveillance, vaccination, treatment, and vector control data.
  • Develop thematic maps on livestock interventions (surveillance, vaccination, treatment, vector control) in a timely and organized manner.
  • Support Livestock emergency team in all beneficiaries’ verification and validation.
  • Support in raising PR forms and supporting documentations for the sector (emergency and development projects).
  • Prepare cover letter, signature page and ensure routing slip for LOAs are signed until final signature of the LOAs.
  • Prepare and update of activity tracker for the sector.
  • Support the sector in reviewing all livestock Service Providers (SPs) financial reports.
  • Digitize layers required for the preparation of reports and maps.
  • Provide maps (hard copy and softcopy) on Livestock sector outputs in a timely and organized manner.
  • Maintain the livestock interventions databases and trackers using FAO SO standards (on shared folders and databases) – Identify issues arising from the databases and provide regular reports on the status of livestock database.
  • Liaise with GIS and Remote Sensing experts in SWALIM and FSNAU as required to produce thematic maps required for livestock projects. specifically, to FNS-REPRO, RAAISE/ILED, SIRA II, USAID RECOVER, CLIMB, and SCRP projects.
  • Link with IMU to make sure that all data tools on FMT and ODK are running steadily.
  • Liaise with the Call Centre to organize and prioritize beneficiaries’ verification for livestock activities – Update the Livestock contact database for the Call Centre.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in relevant discipline preferably economics, social science, statistics, information management or other relevant discipline from a reputable Institution.
  • At least 3 years of experience in data collection including using online data tools such as ODK and FMT; data management and preliminary data analyses using application software (MS Excel, SAS, STATA SPSS, other); developing thematic maps; maintaining databases; training data collectors preferably within Somalia.
  • Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required.

Technical/Functional Skills

  • Proficiency in database management and software applications (SAS, STATA, SPSS).
  • Use of Microsoft Office suite especially word processing and excel spreadsheet (advanced Excel).
  • Handling and analyzing large data sets with a high level of accuracy.
  • Basic GIS mapping.
  • Systematic and efficient approach to work assignments.
  • Conversant with livestock related projects and crucial project management support actions i.e., procurement, contracting partners, and reporting.
