Vétérinaires Sans Frontières Germany (VSF Germany) is recruiting a MEAL Officer for its South Sudan Country Programme.

The position is based in Fangak County, Jonglei State, South Sudan, with frequent field travel to Pigi/Canal. This is a national position, with an expected start date of 1 August 2026. The contract duration is 12 months, renewable depending on performance.

VSF Germany is a non-governmental, non-profit international organisation engaged in veterinary relief and development work. The organisation supports pastoralists and vulnerable communities through animal health, agriculture, marketing, food safety, food security and livelihood-strengthening interventions.

Key Responsibilities

The MEAL Officer will support the planning, implementation and strengthening of monitoring, evaluation, accountability and learning systems for VSF Germany projects in South Sudan.

Key responsibilities include:

  • Preparing the project MEAL plan and monitoring progress against work plan targets and milestones;
  • Reviewing M&E plans and advising on data collection methodologies, data quality assurance and indicator reporting;
  • Supporting the Project Manager, project officers and partners in work planning;
  • Maintaining and updating the project M&E framework, tools and systems;
  • Ensuring timely routine project monitoring, including field missions, reporting, indicator tracking and satisfaction surveys;
  • Strengthening the accuracy, timeliness and effectiveness of activity verification systems;
  • Using monitoring data and feedback to improve programming and data collection tools;
  • Providing data analysis for strategic planning, programme design and proposal development;
  • Ensuring timely delivery of internal and external M&E requirements with high-quality data;
  • Providing capacity building and technical support to field staff, partners and project teams;
  • Coordinating and reviewing surveys, baselines, endlines, assessments and evaluations;
  • Designing tools, sampling methodologies, fieldwork plans and reports;
  • Documenting learning and sharing lessons with donors and stakeholders;
  • Representing VSF Germany in relevant M&E coordination forums and meetings.

Required Qualifications and Experience

Applicants should have:

  • A first degree from a recognised university in Agriculture, Statistics, Social Sciences, Development Studies, or a relevant discipline;
  • At least five years of experience in MEAL or knowledge management-related work;
  • Experience with international NGOs will be an added advantage;
  • Demonstrated experience in quantitative and qualitative or participatory research methods;
  • Proven capacity to build M&E skills among colleagues, partners and community members;
  • Understanding of mainstreaming principles and experience in mainstreaming M&E activities;
  • Strong presentation, facilitation and training skills;
  • Fluency in English;
  • Proficiency in MS Office and data entry or statistical packages such as Excel, MS Access and SPSS;
  • Field-based experience in insecure areas;
  • Commitment to teamwork, gender equality, participatory approaches and sustainable development.
