Organizational Setting
The concept for establishing the Peste des Petits Ruminants Global Eradication Programme (PPR-GEP) was approved by the 24th Session of COAG, the 150th Session of the Council and by the 39th and 42nd FAO Conference. In March 2016, FAO and OIE established a Joint PPR GEP Secretariat based in FAO headquarters in Rome. The main role of the Secretariat is to provide overall strategic coordinated direction, as well as to advise on, or develop, cost-effective control methodologies, tools, guides and guidelines, training materials and network support for the implementation of the programme at regional and countries level. Communication, advocacy and resource mobilisation is also part of the Secretariat roles. The incumbent will be part of the Secretariat.
Reporting Lines Under the general supervision of the Chief Veterinary Officer/Leader and of the Animal Health Service and the direct supervision of the FAO PPR Secretariat coordinator, the incumbent will focus on providing required technical support to the implementation of the PPR GEP and small ruminant production at the global, regional and national levels.

Technical Focus
The incumbent will focus on providing required technical support to the implementation of the PPR GEP and small ruminant production at the global, regional and national levels.

Tasks and responsibilities:
    Lead, facilitate and contribute to the implementation of PPR GEP and projects in line with PPR GEP goal of global freedom by 2030.
    Provide support to the PPR GEP Secretariat through among other organize events and provide technical support and acting as PSO for PPR monitoring and Assessment tool implementation as well as regularly reports on the programme implementation.
    Assist in the application of the risk-based surveillance techniques and ensure delivery of training programmes for the cost-effective management of PPR and other small ruminant diseases.
    Engage and collaborate with relevant global, regional, national authorities, institutions, organizations and stakeholders, including the OIE, AU-IBAR, AU-PANVAC, ILRI, on the implementation of PPR GEP.
    Regularly review the vaccines and ELISA banks and follow up if used by countries.
    Collect statistical information and indication to monitor the implementation of the programme and project.
    Liaise with FAO Decentralized and Country offices and national Chief veterinary Officers for the implementation of PPR activities as well as develop policies, strategies, knowledge products and advocacy material to improve production hygiene and prevention practices and national regulatory systems.
    Undertake consultations with government, civil society and private sector to assist in mainstreaming formulated PPR national strategic plan into national strategic documents (only for Consultants).
    Assist in the formulation and implementation of the PPR strategies (at national and regional levels) in the framework of small ruminant health including multidisciplinary approaches in addressing endemic and production animal diseases and public health threats of animal origin.
    Develop of concept notes, project proposals, projects monitoring and evaluation frameworks quality assured following the FAO Project Cycle/logical framework to attract extra-budgetary commitments as well as identify, appraise and formulate these extra-budgetary and TCP projects.
    Assist in the establishment/strengthening of networks and adapt existing advocacy tools to support project implementation; and
    Undertake other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
    Advanced university degree in epidemiology, microbiology, diagnostics, vaccinology, emergency disease management or related field in transboundary animal diseases is required and doctor of veterinary medicine degree is desirable.
    At least five-years’ experience in PPR-or animal disease management related activities; and
    Working knowledge of English and limited knowledge of one of the FAO languages (Arabic, French, Spanish, Chinese or Russian) for Consultants. For PSA.SBS working knowledge of English will be sufficient.

    Work experience in more than one location or area of work
    Veterinarian with extent and relevance of experience in PPR control or transboundary animal diseases .
    Familiarity with data management and wildlife management
