OBJECTIVES OF THE PROGRAMME
The mission of WHO’s Health Emergencies Programme in Libya is to coordinate national actions, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies and contribute to building essential public health functions as part of ensuring health security in Libya and strengthening health systems towards achieving universal health coverage.
DESCRIPTION OF DUTIES
Provide substantive support to the development, implementation, and evaluation of the One Health national strategy and One Health action plan(s) and provide appropriate recommendations and technical and operational advice accordingly. Coordinate the establishment of effective mechanisms for collaboration and communication with related line Ministries (MOH, MOA, MOE, etc) and partners, e.g. (FAO, WOAH, UNEP, etc..), to implement the One Health national strategy and action plan(s). Support the country to establish and/or strengthen coordinated inter-linked surveillance and information sharing systems by promoting the One Health approach and its use in early warning systems. Contribute to the integration of the one-health approach in emergency preparedness and response by all stakeholders at national and subnational levels. Provide technical advice to country prevention, preparedness, readiness and response to emergencies activities at the human-animal-environment interface, including the organization of One Health events such as workshops, webinars, simulation exercises, training programmes and assessments of country performance in liaison with appropriate internal and external stakeholders Participate in the development and management of other technical programmes with a human-animal, shy; environment interface component in close collaboration with the responsible unit in the WHO Regional Office, country offices, and HQ, including AMR, climate change, environmental health, food safety, and zoonotic diseases control; coordinate resource mobilization efforts to support the implementation of One Health programmes at the national and subnational levels, including timely preparation of proposals, briefs and comprehensive reports as per donor requirements. Support capacity building and workforce development to strengthen human resources to conduct One Health-related tasks, such as surveillance, alert, and response activities, specifically targeted at priority zoonotic diseases and emerging infectious diseases at national and subnational levels. REQUIRED QUALIFICATIONS
Education
- Essential: First University degree in medicine, veterinary medicine or health-related fields.
- Desirable: Post-graduate training in epidemiology of tropical and/or zoonotic diseases. Additional degree in public health.
Experience
- Essential: At least five years’ experience with international exposure on prevention, surveillance, detection and response to infectious zoonotic diseases, including at least two years of field experience in the management of outbreaks of zoonotic diseases. Experience in developing frameworks and guidance for One Health and in the implementation of training workshops at national/international level; Experience in the development and management of multi-partner projects.
- Desirable: Experience of work in the area of surveillance and preparedness for pandemic diseases and other health emergencies, preferably at the international level; Previous experience in working with UN agencies and other relevant international organizations.
Skills
Knowledge of WHO, the UN System work in the field of disease detection and response relief, and/or their practices and procedures as related to the work. Open-minded, ability to understand different perspectives, excellent organizational and analytical skills, with the ability to coordinate activities and manage several projects at the same time. Excellent presentation and interpersonal skills. Ability to write in a clear and concise manner, and to present factual information. Good understanding of training approaches

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,212 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1866 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
