Organizational Setting
The Food and Agriculture Organization (FAO) of the United Nations is the specialized agency of the United Nations for food, nutrition, agriculture, and forestry. FAO’s global vision is for a world free from hunger and malnutrition where food and agriculture contribute to improving the living standards of all, especially the poorest, in an economically, socially, and environmentally sustainable manner.
FAO’s Subregional Office for the Caribbean (SLC) is responsible for developing, promoting, overseeing, and implementing agreed strategies for addressing subregional food, agriculture, and rural development priorities. It develops and maintains relations with subregion-wide institutions including regional Economic Integration Organizations (REIOs). The Subregional Office is a subsidiary of FAO’s Regional Office for Latin America and the Caribbean (RLC), in Santiago, Chile. SLC is located in Barbados and is responsible for 13 countries of the subregion.
FAO has adapted from the Sustainable Food Value Chain methodology to design a programme for member states in the region to identify and systematically develop high potential agricultural value chains in the country to replace food imports, strengthen current supply and/or increase exports of agricultural products. The programme will improve the livelihoods of farming communities, create jobs and strengthen local food systems to supply affordable food products.
It is under this context; FAO is seeking to recruit a livestock specialist to perform the below-mentioned tasks.

Reporting Lines
The Livestock Specialist works under the overall supervision of the Subregional Coordinator, Subregional Office for the Caribbean, technical and direct supervision of the Trade and Market Officer and the Livestock Development Officer.

Technical Focus
The Livestock Specialist will provide technical support to the implementation of a project on the development of sustainable, resilient, and competitive value chains through promotion of good agricultural practices (GAPs) and best practices in close collaboration with key partners in the public and private sectors. In addition, the specialist will provide technical support, facilitate capacity building training, monitor, and evaluate project implementation at field level.

Tasks and responsibilities
The Livestock Specialist will collaborate with the FAO Team and the relevant departments of the Ministry of Agriculture and other government and private stakeholders, to provide coordination and management of specific tasks for the successful implementation of the project – Promoting competitive, sustainable, and resilient national value chain development in St. Lucia. Specific duties will include:

  • Prepare a detailed work plan and arrange for its technical implementation, monitoring and evaluation, in consultation, and in agreement with the project task force.
  • Support FAO’s Livestock Development Officer to assess St. Lucia’s pork value chain to identify the critical supply-side constraints and provide a list of recommendations to improve production efficiency.
  • Develop methodologies, in consultation with FAO’s Livestock Development Officer, to increase the quantity and quality of pork/ pork products available for specific buyers. This should include a cost of production model that indicates the main cost centers for an optimal farm model for commercial production.
  • Provide need-based training in pork production and farm management for farmers, butchers, veterinarians, and extension officers.
  • Prepare training materials/ modules and update/tailor as required by the needs of the various stakeholders, through close collaboration with the FAO Livestock Officer.
  • Revise various reports from the Value Chain Consultant and other documents covering all segments of production and marketing and provide technical feedback.
  • Any other related duties assigned to support the implementation of the project.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in Livestock production, Veterinary Medicine, or any related discipline.
  • Minimum of 5 years’ experience (Category B) in livestock or animal production
  • Working knowledge (level C) of English and limited knowledge (level B) of French, Spanish, Arabic, Chinese or Russian

Technical/Functional Skills

  • Work experience in more than one location in the Caribbean is desirable.
  • Relevant experience in developing and managing agri-businesses.
  • Technical Knowledge of Artificial Insemination (AI) for breeding pigs.
  • Excellent research, written and oral skills in English.
  • Previous engagement with farmer groups especially to design and deliver theoretical and practical training.
  • General knowledge and skills in the use of MS Office (Word, Excel, Power Point).

Selection Criteria

  • Ability to conduct missions to the project sites in St. Lucia
  • Practical experience in working on development projects
