Organizational Setting
The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for and respond to emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises.

Reporting Lines
Under the direct supervision of the Senior Emergency and Rehabilitation Officer (Senior Advisory Capacity), the Specialist will work in close collaboration with the Management Support and Compliance team and other teams in the Office of Emergency and Resilience.

Technical Focus

  • Capacity development, training, and adult learning;
  • Gender, protection, accountability to affected populations, mental health and psychosocial support and inclusion;
  • Localization, community-engagement and partnership development;
  • Humanitarian systems, processes and action (management, people strategy and HR).

Tasks and Responsibilities:

  • Support assessments, analysis, emergency response, policy related and/or funding/project related data and information;
  • Produce various learning materials, reports, proposals, programme/project documents, position papers, policy briefs, technical guidance materials, financial/donor reports, case studies, concept notes, best practices and advocacy products;
  • Participate in project and programme formulation and provide technical and/or administrative support to ongoing operational, people strategy, HR, emergency and recovery projects; support the rollout of awareness raising and capacity development activities and materials at regional, sub-regional and country level;
  • Support Mental Health and Psychosocial activities related to both FAO personnel in crisis context as well as affected populations
  • Support, design and coordinate the Internal Surge Mechanism for level 3 countries
  • Support in development of the induction training, FAOR briefing package and onboarding for emergency and rehabilitation personnel.
  • Contribution to people strategy, employee satisfaction, wellbeing, and adult learning in humanitarian context
  • Supporting the development of the Humanitarian Leadership Training aimed at the FAORs and assistant FAORs
  • Standardizing country office structures and functions for enhanced performance in emergency contexts
  • Engagement in Youth Group initiatives such as spearheading: Sponsorship of Interns and Junior Professional Officers from Food Crisis Countries Initiative
  • Perform any other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced University degree in a subject related to the work of the Organization;
  • At least 1 year (Category C) of professional experience in project support and administration with demonstrated experience in capacity development, working with affected populations, gender advocacy, mental health, and inclusion.
  • Working knowledge of English and limited knowledge of any other official language of the Organization (Arabic, Chinese, Spanish, or Russian). For PSA, working knowledge of English.
