UGPE (Ministry of Finance) invites Expressions of Interest under EOI-036/HSP/UGPE/2025 to recruit an international consultant to train 47 technicians/inspectors (22 women, 25 men) in ante-mortem and post-mortem inspection, good hygienic slaughter practices, and targeted sampling of pathogens/contaminants within the national slaughter system. EOIs must be submitted in English by 9 September 2025, under the ICS method (Individual Consultant Selection).
Scope of work (ToR).
Two 5-day sessions (10 days total) with hands-on demonstrations in slaughterhouses; preparation of a training plan and a final report. The 30-day contract schedule foresees three deliverables paid 25% / 50% / 25% (plan, training delivery, final report). Technical supervision by DGASP/MAA and INSP, coordinated by UGPE, within a One Health approach.
Required profile.
Veterinary doctor (Master’s/specialization is an asset), ≥10 years of experience in sanitary/meat inspection (abattoirs/industry), ≥10 years as a trainer, and proficiency in Portuguese (written and spoken).
