AU-IBAR Seeks Consultants to Develop National Blue Economy Strategies in Africa

The African Union, through its Inter-African Bureau for Animal Resources (AU-IBAR), is calling for applications from individual consultants to assist four Member States in formulating their National Blue Economy Strategies, Implementation Plans, and Governance Mechanisms.

This initiative falls under the African Blue Economy Strategy, adopted in 2019, which aims to sustainably harness the resources of Africa’s oceans, seas, lakes, and rivers to boost economic growth, create jobs, and strengthen food security.

A Key Sector for Africa’s Future

The blue economy encompasses fisheries, aquaculture, maritime transport, coastal tourism, marine energy, and the conservation of aquatic ecosystems. It is expected to play a vital role in Africa’s economic transformation and poverty reduction, while addressing the challenges of climate change.

With support from the Kingdom of Norway, AU-IBAR is providing targeted technical assistance to the selected countries, relying on experts capable of:

  • Reviewing existing national frameworks and institutions relevant to the blue economy
  • Developing national strategies and action plans
  • Establishing effective governance structures
  • Organizing and facilitating national validation workshops

Required Profile

Applicants must have:

  • An advanced degree in a blue economy-related discipline (marine resource economics, ocean sciences, environment, climate change, etc.)
  • At least 5 years of experience in the sector
  • Proven experience in developing national policies and strategies
  • Skills in workshop facilitation and technical writing
  • Proficiency in at least two official AU languages

The assignment will last a maximum of 60 days and offers a lump-sum remuneration of USD 9,000. Travel, if required, will be covered according to AU policy.
