Purpose of the Job
The Senior Programmes and Projects Officer provides technical leadership in project and programme management within AU-IBAR, supporting the implementation of the office’s strategic mandate. The role involves planning, coordinating, monitoring, and evaluating projects and programmes to advance AU-IBAR’s contribution to animal health, livestock production, and poverty alleviation in Africa.
Main Functions
- Provide technical guidance on the management of projects and programmes in AU-IBAR.
- Promote best internal practices in monitoring and evaluation.
- Represent AU-IBAR at strategic meetings at continental, regional, and Member State levels.
- Devise and implement AU-IBAR’s work programme, including annual management planning and monitoring and evaluation capacity.
- Actively participate in AU-IBAR management, collaborating with other team members.
- Oversee and manage the Projects and Programmes team, creating a proactive and dynamic work environment.
- Review relevant documents and reports, identify priorities and issues, and propose corrective actions.
- Liaise with relevant parties and initiate follow-up actions.
- Develop, implement, and evaluate projects.
- Direct subordinates in programme and project development, implementation, monitoring, and assessment.
- Conduct periodic performance appraisals for supervised staff.
Specific Responsibilities
- Coordinate preparation of AU-IBAR’s Annual Management Plan.
- Provide technical support and build capacity of AU-IBAR staff in Monitoring & Evaluation (M&E).
- Facilitate development and operationalization of M&E plans for all projects and programmes.
- Oversee establishment and management of an integrated performance management system.
- Institutionalize Results-Based Management (RBM) within AU-IBAR.
- Work closely with AU Member States and Regional Economic Communities (RECs) in monitoring and evaluating projects and programmes.
- Track and monitor project performance at Member State level.
- Prepare and disseminate regular M&E reports.
- Oversee development of AU-IBAR’s annual budget and strategic plan.
- Participate in the mobilization of extra-budgetary resources.
- Oversee development and implementation of a knowledge management system to support high-quality programme, project, and policy development.
- Consolidate and prepare AU-IBAR quarterly and annual progress reports.
- Perform any other related duties as assigned by the Director.
Academic Requirements and Relevant Experience
- Master’s degree in Project Management or related social sciences with seven (7) years of relevant experience in continental-scale project/programme planning and management, of which at least three (3) years are at a managerial/supervisory level. Experience in strategic planning, monitoring, data collection and analysis (quantitative and qualitative), stakeholder relationship management, partnership and network building is required.
OR - Bachelor’s degree in Project Management or related social sciences with ten (10) years of relevant experience, including three (3) years at a supervisory level, in continental project/programme management.
- PhD in a relevant subject is an added advantage.
- Certification in Project Management (PRINCE2, PMP, etc.) is desirable.
- Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese, or Spanish) is mandatory; fluency in another AU language is an added advantage.

Tenure of Appointment
The appointment will be under a regular contract for three (3) years, with the first year serving as a probationary period. The contract may be renewed for a further two years, subject to satisfactory performance and deliverables.

Remuneration
- Indicative basic salary: USD 37,453.00 (P3 Step 1) per annum
- Post adjustment: 42% of basic salary
- Housing allowance: USD 18,585.00 per annum
- Education allowance: Up to USD 10,000.00 per child per annum for internationally recruited staff, and up to USD 3,300 per child per annum for locally recruited staff
- Other entitlements as per AU regulations
