The International Livestock Research Institute (ILRI) seeks to recruit a consultant to complete a technical and financial feasibility of milk supply around Milk Collection Centers (MCCs) in the PRDAIGL sites, linking farmers with cooperative local processors and with local purchasers including schools, and reviewing the necessary supporting services for such an arrangement. He/she will also develop business plans for 5 milk collection centers to be established under PRDAIGL.

ILRI works to improve food and nutritional security and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is the only one of 15 CGIAR research centres dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, it has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org

Background:
The Regional Integrated Agricultural Development Project in the Great Lakes (PRDAIGL) is at the heart of the agricultural economy of Burundian households and reflects Burundi’s long-term vision to reduce poverty and stimulate economic growth. By facilitating a transformation of Burundian agriculture, the project should have significant multiplier effects: generate demand for agricultural products and associated inputs and services, create agricultural and non-agricultural jobs, improve incomes and contribute to value addition, sector revenues. These effects should: (i) promote the inclusion of largely poor smallholders in more modern and efficient value chains; (ii) increase food and nutritional security; (iii) add value to important products and help increase farmers’ incomes; and (iv) provide an effective basis for industrialization and for more and better jobs (especially for women and youth). In the medium and long term, an efficient, profitable and competitive agricultural sector will emerge, providing inputs and services to smallholder farmers and mobilizing sufficient investments for its sustainable development.

Scope of Work:
The consultant is to deliver a feasibility study:

    To assess the capacity of smallholder dairy producers to supply quality milk to the collection centres throughout the year to meet the market demand;
    To identify high potential milk production basins and milk consumption centers.
    To assess the capacity of the cooperatives to process and directly supply safe and quality milk to local and regional purchasers;
    To identify required investments for the milk centers to be able to handle, test, process, store and distribute milk to intended markets in line with quality, health and safety standards;
    To advise on the type of milk (raw milk, fermented milk, pasteurized, UHT…etc) that cooperatives can supply through the decentralized mode and assess the consumer acceptability of the milk to be supplied;
    To assess the presence and capacity of supporting institutions like laboratories, and regulatory bodies to ensure food safety;
    To clearly indicate the economic, social and environmental sustainability requirements and advantages of the proposed business model around MCC including suitable payment modalities
    To develop/review business plan of the 5 MCCs to be established by PRDAIGL

Final products:
The consultant will deliver:

1) A completed draft study and business plan for each site.

2) Based on proposed edits, a final study and business plan for each site.

Consultancy Fee:  Lumpsum or by mutual agreement based on agreed milestones and deliverables

Post location: Consultants base station

Duration: July 2022– August 2022 (working days:  25 days)

Essential skills and qualifications
    Masters or PhD Degree in agricultural economics or related degree
    Experienced within the East African dairy industry
    Understanding of dairy value chains
    Understands dairy products and how they are produced
    Strong interpersonal skills, communication
    Computer literate with expertise in Microsoft Office applications
