The Food and Agriculture Organization of the United Nations is recruiting a National Project Coordinator based in Luanda, Angola, to support the implementation of the project “Strengthened Capacity Building for Artisanal Fishery Value Chain Actors in the Blue Economy Sector.”

The position will contribute to strengthening Angola’s artisanal fisheries value chain, blue economy development, fisheries management and capacity-building actions in line with national priorities and FAO procedures.

Organizational Context

FAO supports countries in transforming agrifood systems to become more efficient, inclusive, resilient and sustainable, while contributing to better production, better nutrition, a better environment and a better life.

In Angola, FAO’s Country Programming Framework is structured around key priorities including food systems transformation, family farming, agro-industry, value chain development, natural resources management, climate change and resilience.

The selected coordinator will work within the Natural Resources Management, Environment and Climate Change thematic area of FAO Angola.

Reporting Lines

The National Project Coordinator will work under the overall supervision of the Assistant FAO Representative for Programme.

The coordinator will also work closely with the lead of the Natural Resources, Environment and Climate Change Thematic Unit, and receive technical guidance from the Lead Technical Officer at the FAO Subregional Office for Southern Africa.

Technical Focus

The position focuses on the coordination and implementation of fisheries, aquaculture and blue economy activities.

The coordinator will support the development and implementation of actions aimed at strengthening artisanal fisheries value chain actors and improving technical capacity in Angola’s blue economy sector.

Main Responsibilities

The National Project Coordinator will ensure the day-to-day management, coordination and implementation of the project, in alignment with FAO rules and national priorities.

Key responsibilities include overseeing operational and technical activities, ensuring timely delivery of outputs, coordinating with stakeholders and supporting efficient use of project resources.

The coordinator will work closely with FAO fisheries and aquaculture consultants at country, subregional and regional levels to ensure coherence and technical consistency across initiatives.

The role also includes facilitating liaison with MINPERMAR departments and other national institutions involved in project implementation.

Project Coordination and Technical Support

The selected candidate will support the FAO Representation in preparing, reviewing and editing project documents, technical reports and communication materials.

He or she will collect and share relevant data, studies and information on artisanal fisheries, the blue economy and related value chain activities.

The coordinator will also plan and organize training sessions, workshops, awareness campaigns and other capacity-building activities in collaboration with FAO technical teams and national partners.

Partnership, Reporting and Visibility

The role includes supporting the preparation and management of Letters of Agreement, institutional contracts and partnership instruments.

The coordinator will contribute to annual work plans, budgets and quarterly progress reports, while ensuring visibility and communication of project achievements.

The position will also support documentation of best practices and knowledge sharing around artisanal fisheries, aquaculture and blue economy development.

Required Qualifications

Applicants must meet the following minimum requirements:

  • Advanced university degree in Fisheries, Aquaculture, Marine Resources Management, Natural Resources Management or a related field;
  • At least seven years of relevant professional experience in project coordination, fisheries management or capacity development in the blue economy or related sectors;
  • Working knowledge of English and Portuguese;
  • Angolan nationality.

Selection Criteria

The ideal candidate should have a strong background in fisheries, natural resources and environmental issues in Angola.

Proven experience working with government institutions, development partners, fisheries communities and international organizations will be considered an advantage.

Previous experience with United Nations programmes or projects, including familiarity with UN procedures, will also be an asset.
