Main Purpose of the Job
The position supports the implementation and monitoring of AU-IBAR projects and programmes to strengthen Africa’s animal resources sector, alleviate poverty, and enhance food security.
Main Functions
- Provide technical guidance on project and programme management at AU-IBAR.
- Promote internal best practices in monitoring and evaluation.
- Represent AU-IBAR at continental, regional, and national strategic meetings.
- Devise and implement work programmes and annual management plans.
- Oversee the Project and Programme Team.
- Review documents, set priorities, address issues, and propose corrective actions.
- Liaise with stakeholders and initiate follow-up actions.
- Direct subordinates in project development, implementation, and assessment.
- Undertake staff appraisals.
Specific Responsibilities
- Coordinate the preparation of the AU-IBAR Annual Management Plan.
- Build staff capacities in Monitoring and Evaluation (M&E).
- Develop and operationalize M&E plans for all projects and programmes.
- Establish and manage integrated performance frameworks.
- Institutionalize Results-Based Management (RBM) within AU-IBAR.
- Coordinate with AU Member States and RECs on M&E.
- Prepare and disseminate M&E reports.
- Oversee the development of annual budgets and strategic plans.
- Support resource mobilization efforts.
- Implement knowledge management systems.
- Consolidate and prepare quarterly and annual progress reports.
- Any other duties assigned by the Director.
Qualifications and Experience
- Master’s Degree in Project Management or related social sciences, with at least 7 years of relevant experience (including 3 years at a managerial/supervisory level) in continent-wide project/programme management.
- OR Bachelor’s Degree in a related field with 10 years of experience (including 3 years at a supervisory level).
- PhD is an advantage.
- Certification in Project Management (PRINCE2, PMP, etc.) desirable.
- Experience in strategic planning, monitoring, data analysis (quantitative & qualitative), stakeholder management, and partnership/network building.
- Proficiency in one AU working language (Arabic, English, French, Kiswahili, Portuguese, Spanish); fluency in a second is an advantage.

Tenure of Appointment
- Regular term contract: 3 years (including 1-year probation), renewable based on performance.

Languages

Remuneration
- Basic Salary: US$ 37,453 (P3 Step 1) per annum
- Post Adjustment: 42% of basic salary
- Housing Allowance: US$ 18,585 per annum
- Education Allowance: Up to US$ 10,000 per child per annum (international staff), up to US$ 3,300 per child per annum (local staff)
