L’Observatoire de l’Entrepreneuriat vient de rendre publique une étude importante sur le secteur de l’aviculture au Maroc et dans le monde. Il en ressort que cette activité participe activement au développement socio-économique du Royaume, et draine un chiffre d’affaires et des investissements importants.

Partagé entre une activité fermière traditionnelle et une production moderne intensive, le secteur a généré, en effet, un chiffre d’affaires de 23,2 milliards de dirhams et a consenti des investissements de 9,4 milliards en 2010. Il offre actuellement 110 000 emplois directs et 250 000 emplois indirects, y compris dans les circuits de commercialisation et de distribution. Déjà relativement élevés, les coûts d’investissements restent fortement grevés par une TVA de 20%, contrairement aux autres activités agricoles. Néanmoins, compte tenu de ses capacités de développement rapide, le secteur constitue une alternative de compétitivité pour satisfaire les besoins protéiques d’une population en croissance, marquée par une poussée démographique, une forte urbanisation et un faible pouvoir d’achat.

Autre élément soulevé : les coûts de production diffèrent d’une région à l’autre, selon la technicité de l’élevage. Ils représentent pratiquement le double de ceux enregistrés dans les pays exportateurs tels que le Brésil et les USA, mais demeurent similaires à ceux des pays qui, à l’instar du Maroc, importent l’essentiel des intrants (aliments, reproducteurs…). « Si les charges liées à l’alimentation des volailles représentent à elles seules 65 à 75% du prix de revient des poussins, du poulet de chair et des oeufs de consommation, d’autres facteurs entraînent également des surcoûts de production. Les frais vétérinaires, par exemple, représentent 3,5% de ces coûts, provoqués par la détérioration de l’environnement sanitaire des élevages, des erreurs de conduite techniques d’élevage et du prix élevé des produits vétérinaires (soumis aussi aux droits et taxes d’importation), rompant ainsi la chaîne de protection sanitaire des volailles (programmes de vaccination inadaptés…). Ce faisant, ils participent à l’avènement et à la prolifération de circuits parallèles de commercialisation des produits de contrebande ou encore à l’utilisation de produits de substitution, parfois totalement inadaptés (produits destinés au bétail, à l’utilisation humaine…) », souligne l’ODE relevant de BMCE Bank.
Enfin, poursuit la même source, la faible technicité des éleveurs liée à leur « turnover » élevé, empêche la valorisation de savoir faire et induit ainsi des surcoûts de production.
Le manque d’organisation du circuit de commercialisation entraîne de fortes fluctuations des prix des produits avicoles. Mais ce marché dépend surtout de l’offre et de la demande. Selon les périodes de forte ou de faible consommation, les prix de vente peuvent varier du simple au double. L’oeuf par exemple connaît un pic de consommation, pendant le mois de Ramadan.
Les produits avicoles sont mis sur le marché à des prix abordables en relation avec le pouvoir d’achat du consommateur marocain, voire inférieurs aux coûts de revient, et ce, plusieurs mois dans l’année. Cet avantage, compétitif par rapport à d’autres denrées animales, constitue le principal recours pour améliorer la sécurité alimentaire du pays, en termes de protéines d’origine animale.
En effet, et depuis le début des années 70, le prix moyen de vente du poulet de chair n’a évolué que de 2,5% en moyenne par an. Le prix moyen de vente d’oeufs de consommation a également peu évolué (3,5%) durant cette même période.
S’agissant de la production de viande de volailles et des oeufs de consommation, elle a enregistré une croissance moyenne de 7% entre 1980 et 2010, grâce à l’amélioration de la productivité des élevages intensifs modernes.

Deux avantages majeurs à la production avicole intensive. D’abord, son élevage hors sol ne dépend pas des aléas climatiques rendant possibles un approvisionnement régulier du marché en viandes et en oeufs malgré une campagne agricole mitigée. Ensuite, son cycle de production court permet de résorber rapidement les besoins croissants de la population marocaine.
Ainsi, en 2011, la production de viandes de volailles a atteint 516.955 t (+1,4% par rapport à 2010) dont 87% livrée par le secteur traditionnel fermier. Toutefois, le secteur reste dépendant de l’importation des parentaux (animaux reproducteurs) et de l’alimentation, et doit faire face à des droits de douane encore pesants (2,5 % pour les poussins reproducteurs et 2,5 à 100% pour les aliments).
S’agissant des oeufs de consommation, la production a atteint 4,5 milliards d’unités en 2010, dont 800 millions Beldi « de fermes » produits par le secteur informel aux conditions d’hygiène discutables et 3,7 milliards produites par le secteur moderne. Cette quantité couvre également 100% des besoins en oeufs de consommation.
De plus, ces capacités ont permis au Maroc d’exporter 3 266 000 oeufs à couver en poulet chair et 841 000 poussins chair vers des pays d’Afrique, soit une évolution de 368% et 328% respectivement entre 2009 et 2010.
Bien que présents dans la plupart des régions, les élevages industriels demeurent concentrés sur la côte atlantique, particulièrement sur l’axe Kénitra-El Jadida.
Outre son climat favorable, cette zone se trouve aussi à proximité des grands centres de consommation (Casablanca et Rabat).

Un secteur faisant face à des problèmes structurels mais aussi conjoncturels

L’aviculture marocaine dispose d’une infrastructure favorable à des conditions de production optimales. Cependant, elle pâtit de dysfonctionnements patents, liés notamment à une intégration verticale insuffisante des différents maillons de la chaîne avicole, à un partenariat peu ancré entre les divers opérateurs et à une forte influence des intermédiaires, tant en amont de la filière qu’à son aval.
Dans les faits, les éleveurs avicoles ne bénéficient d’aucun statut fiscal et leur activité n’est en aucun cas assimilée à une activité industrielle ou commerciale. Ils ne profitent donc pas des avantages accordés par la charte d’investissement et ne récupèrent pas les montants de la TVA payés aux différents stades d’investissements et de production.
Ils ne bénéficient pas non plus de l’exonération des impôts directs accordée au secteur de l’agriculture, même si leur activité est de toute évidence agricole.
Par conséquent, les élevages avicoles sont pénalisés par des surcoûts fiscaux à tous les stades de leur activité (investissement, production…).

Une industrie souffrant d’un manque de synchronisation entre les différents maillons de la chaîne

Conformément aux dispositions de la Loi 49-99, relative à la protection sanitaire des élevages avicoles, au contrôle de la production et la commercialisation des produits avicoles, et visant notamment à minimiser un tel risque, l’élevage des poules pondeuses s’effectue, depuis 2007, dans des fermes mises aux normes et agréées comme telles par les services vétérinaires relevant du ministère de l’Agriculture.
Elles sont supervisées par un vétérinaire privé, investi d’un mandat dans le cadre d’une convention d’encadrement sanitaire.
Ainsi, les poules pondeuses reçoivent un aliment composé équilibré et enrichi par un complément de vitamines, de minéraux et d’oligo-éléments, les prémunissant contre les carences nutritionnelles.

La diminution de la mortalité des volailles et la garantie de leur traçabilité et celle des oeufs produits, constituent désormais le gage de compétitivité des maillons d’accouvage, de provende et d’élevage.
Toutefois, le secteur souffre d’un manque de synchronisation entre les différents maillons de la chaîne, notamment en approvisionnement en aliments de volaille, en délais d’attente avant l’abattage et en qualité de transport (densité de chargement des caisses, distances, températures).

Un secteur moins développé à l’aval...

L’abattage demeure le maillon faible de la filière, en raison notamment de la vente du poulet vif, de la forte concurrence des abattoirs artisanaux (Riacha) et du faible volume de volailles vivantes traitées par les abattoirs industriels.
Ces derniers assurent à peine 50 000 t/an de la production destinée à l’abattage (un peu moins de 10%). Fonctionnant à seulement 15% de leur capacité potentielle, ils ne peuvent se permettre d’investir dans la formation continue de leur personnel ou encore dans des actions de marketing permettant de développer davantage leur activité. Les tueries, quant à elles, assurent l’abattage de près de 90% des volailles et échappent à tout contrôle sanitaire.
Face à cette concurrence déloyale, les 23 abattoirs industriels, les seuls qui répondent aux normes techniques et hygiéniques requises et équipés en moyens de transport des viandes, se contentent de l’abattage et de la préparation de poulet entier prêt à cuire.

Faiblesse de la distribution
et de la commercialisation

La distribution des produits avicoles et leur commercialisation demeurent fortement marquées par un processus archaïque, impliquant différents intermédiaires.

D’abord, les conditions de transport des volailles vivantes et des oeufs de consommation, à travers tout le pays, sont peu conformes aux règles d’hygiène requises et favorisent la propagation de maladies aviaires, aux retombées économiques, sanitaires et environnementales parfois désastreuses.

Ensuite, 90% des poulets de chair sont vendus vivants par de petits détaillants et leurs prix sont souvent arbitrairement décidés, indépendamment de leur qualité.

Enfin, le consommateur final, individuel ou collectif, acquiert directement la volaille vivante chez ces détaillants. Auprès de ces derniers, les points de vente et espaces d’abattage, de déplumage et d’éviscération se confondent, multipliant le risque de maladies et impactant sévèrement les conditions d’hygiène d’une restauration collective de masse à visée sociale ou économique (hôpitaux, cantines scolaires, cités universitaires, hôtels, restaurants…).
En conclusion, la consommation déficiente et la situation sanitaire déplorable des produits avicoles caractérisent le secteur dont l’image continue d’être ternie par l’archaïsme et la précarité des producteurs et distributeurs.

Consciente alors des défis auxquels est confronté le secteur avicole, dans le cadre de la mondialisation et des accords de libre échange ratifiés par le Maroc avec plusieurs espaces économiques, l’interprofession met en oeuvre une stratégie de mise à niveau du secteur, en étroite collaboration avec le ministère de l’Agriculture et de la Pêche Maritime, le ministère des Finances et le Crédit Agricole.
Par ailleurs, d’autres stratégies d’accompagnement sont menées en vue d’une amélioration des unités industrielles et d’une réduction des coûts de production, visant une meilleure compétitivité et productivité du secteur, afin de satisfaire les besoins croissants du pays en produits avicoles ainsi que la promotion de l’investissement et de l’emploi.

Parallèlement, conscients de la nécessité de développer la capacité du secteur à produire et à commercialiser des produits de qualité, à des prix compétitifs et accessibles aux consommateurs, les professionnels se sont organisés en cinq associations représentant les branches d’activité avicole: Association des Fabricants d’Aliments Composés (AFAC) ; Association Nationale des Accouveurs Marocains (ANAM) ; Association Nationale des Producteurs d’Oeufs de Consommation (ANPO) ; Association Nationale des Abattoirs Industriels Avicoles (ANAVI) ; Association Nationale des Producteurs des Viandes de Volailles (APV).

Par leur regroupement en Fédération Interprofessionnelle du Secteur Avicole (FISA), ces associations aspirent ainsi à la complémentarité et aux effets de synergie nécessaires à un développement plus soutenu du secteur. Leurs principaux objectifs sont la modernisation de l’environnement technique, économique et sanitaire de la production, de la transformation et de la commercialisation des produits dérivés ; la création d’un pont de communication avec les instances administratives pour un développement durable du secteur ; l’information, la sensibilisation et l’encadrement des opérateurs du secteur ; et la promotion de la qualité et de la consommation des produits avicoles.
Ce secteur de l’aviculture est réglementé par la loi 49-99 relative à la protection sanitaire des élevages avicoles, au contrôle de la production et la commercialisation des produits avicoles
Dans le cadre de cette réglementation, 226 élevages marocains sont autorisés officiellement et reçoivent un accompagnement progressif pendant deux ans afin de mettre en vigueur toutes les directives de cette Loi.

Une meilleure compétitivité grâce au Plan Maroc Vert

Le Plan Maroc Vert vise l’augmentation de la productivité de l’ensemble des filières du secteur agricole et l’amélioration de la qualité, de la sécurité sanitaire et de la compétitivité des produits agricoles et agro-alimentaires.
Pour atteindre ces objectifs, un plan de mise à niveau du secteur avicole marocain à l’horizon 2013, a été défini dans le cadre du Contrat -Programme Avicole 2008-2013 entre le gouvernement et la FISA.
S’agissant enfin des abattoirs avicoles, il est également prévu une amélioration sensible du tonnage de viandes de volailles préparés dans les abattoirs industriels, atteignant 50%, notamment grâce à une meilleure utilisation des capacités installées (44%), une extension des abattoirs existants (19%) et la création de nouveaux abattoirs (37%).

Les objectifs du contrat-programme réalisés en 2011, avant l’échéance initialement prévue, le gouvernement, le Crédit Agricole du Maroc et la Fisa ont signé, en avril 2011, une nouvelle feuille de route pour la période 2011-2020. Doté d’un budget global de 3,8 milliards de dirhams, dont 700 millions versés par l’État via le Fonds de développement agricole, le nouveau contrat - programme 2011-2020 vise le recadrage du secteur avec les objectifs du Plan Maroc Vert.

A noter que le Maroc compte deux grandes catégories d’opérateurs : de petites exploitations agricoles dont la production est destinée exclusivement à l’autoconsommation, puis quelque 6 000 exploitations structurées et orientées vers le marché. 75% de ces structures sont de petite taille, 20% de taille moyenne et 5% de grands groupes intégrés.
A souligner aussi que près de 12 millions d’oeufs sont consommés par an au Maroc. La consommation annuelle par habitant a enregistré une hausse sensible entre 1970 et 2010, passant de 21 à 138 oeufs (contre 240 oeufs/habitant/an en Europe-27) secteurs traditionnel et intensif confondus.

S’agissant des viandes de volaille, la consommation est passée de 2,3 à 17,2 kg sur la même période (contre 22,9 kg/habitant/an en Europe-27).

En comparaison avec d’autres pays du monde à niveau de développement similaire, cette consommation demeure somme toute assez faible.
