INTRODUCTION

L’importance du secteur de la pêche dans les pays de l’Atlantique Centre Est n’est plus à démontrer. Au Cameroun, la pêche est à la fois, une source de revenus pour le pays, source d’emploi et contribue à plus de 46% aux besoins nutritionnels des populations en protéines animales.

Les mangroves camerounaises couvrent une superficie d’environ 3.000 km2. Les principales espèces souvent retrouvées sont les rhizophoras et avicennias. Les mangroves sont surtout présentes au niveau des embouchures de ² Rivière cameroun² embouchure du Wouri et ² Rio-del-Rey² , vers la frontière nigériane. Ces complexes de mangroves et estuaires sont responsables en grande partie, de la productivité de l’écosystème côtier camerounais.

3-IMPORTANCE SOCIO-ECONOMIQUE

Comme mentionné dans les paragraphes précédents, la pêche joue un rôle très important dans le pays du point de vue de l’emploi, nutrition et rentrée de devises.

3.1 CONSOMMATION

Presque 46% des protéines animales consommées au Cameroun proviennent du poisson. La consommation par habitant varie avec les localités, elle est de 28 kg/an dans les zones côtières et 8 kg/an à l’intérieur du continent. Cette situation s’expliquerait par une mauvaise organisation des circuits de distribution et de commercialisation. Ce secteur de vente et de distribution est presque exclusivement entre les mains de femmes. Le poisson est consommé sous toutes les formes frais ou fumé.

Le Cameroun exporte également du poisson pour importe pour plus de 60.000 tonnes de poisson pour couvrir en partie le deficit non couvert par la production nationale.

3.2 EMPLOI

On estime à plus de 100.000 familles qui dépendent directement ou indirectement de la pêche, soit plus de 5% de la population du pays. Dans les régions côtières, c’est presque tout le monde qui dépend des activités de la pêche. La pêche y est un mode de vie, un héritage socio-culturel. C’est pourquoi une bonne gestion de la ressource impliquerait un bien-être des populations.

3.3 SOURCE DE REVENUS

Les crevettes constituent la principale ressource halieutique exportée au Cameroun. Ces exportations s’élevaient à plus de US$ 10.000.000 dans les années 1990. Environ 53.000 tonnes de poisson sont exportées de façon informelle, vers le Nigeria chaque année, soit une valeur marchande de US $ 44.000.000.

4- DESCRIPTION DU SECTEUR

Le secteur de la pêche comprend deux sous-secteurs ; le sous-secteur de la pêche maritime lui-même divisé en pêches industrielle et artisanale et celui de la pêche continentale.

4.1 LA PECHE MARITIME

4.1.1 PECHE INDUSTRIELLE

La pêche industrielle a débuté au Cameroun en 1912, avec un chalutier à vapeur allemand de 25 m de long et 55 chevaux de puissance. C’est dans les années 1950 qu’elle a effectivement pris de l’ampleur : de 3 chalutiers en 1954, la flottille a atteint 31 puis 38 unités en 1983 et 1990 respectivement. La puissant moyenne de la flottille était alors de 465 chevaux. Cette flottille est passée à 48 chalutiers en 1996 avec une puissance moyenne de 530 chevaux.

4.1.1.1 ESPECES CIBLES

Les espèces cibles de la pêche industrielle font partie de la communauté des sciaenidae, dont les principales sont : Pseudotolithus typus, P. senegalensis, P. elongatus, Sphyraena piscatorium, Brachydeuterus auritus, Galeoides decadactylus, Pentanemus quinquarius, etc,. En terme de biodiversité, chaque coup de chalut contient au moins 20 espèces différentes de poisson.

4.1.1.2 EVOLUTION DES CAPTURES

La tendance générale de l’évolution des captures et de la prise par unité d’effort est à la baisse. En effet, en 1970 le Cameroun a produit 18.800 tonnes de poisson pour 2.200 jours de mer. En 1984, les statistiques enregistrées font état d’une production de 12.500 tonnes pour 3.400 jours de mer. En 1996, cette production est passée à 9.000 tonnes pour plus de 4.000 jours de mer.

4.1.1.3 ETAT DE LA RESSOURCE

Il y a une surexploitation réelle des ressources demersales du Cameroun. Cette surexploitation daterait de 1986. Plusieurs travaux de recherche l’attestent (Njock, 1992 ; Djama, 1988, 1986, 1992). La prise maximale équilibrée estimée les par auteurs ci-dessus mentionnés se situe approximativement à 18.000 tonnes de poisson par an, pour un effort optimal de 2.300 jours de pêche.

4.1.2 PECHE ARTISANALE

Comme Lawson l’a fait remarquer, on ne peut parler de pêche dans les pays en voie de développement sans parler de la pêche artisanale, ceci à cause de l’importance de celle-ci dans la provision d’emplois, de sécurité alimentaire et de commerce. Dans l’Atlantique Centre Est, 70% de la production halieutique provient de la pêche artisanale.

4.1.2.1 INTERVENANTS

La pêche artisanale au Cameroun occupe 25.000 pêcheurs répartis dans plus de 300 campements le long de la côte. Ces pêcheurs utilisent deux types de pirogues à savoir : des pirogues monoxyles très souvent de 4-7 m de long, et des pirogues en planches de 7-10 m de long. Dans les monoxyles on utilise des pagaies comme instruments de propulsion, alors que des moteurs hors-bord de 8-15 chevaux sont utilisés dans les pirogues en planche.

4.1.2.2 ESPECES CIBLES

La pêche artisanale cible à la fois les poissons demersaux et les petits pélagiques qui sont de la famille des Clupeidae (Sardinelle maderensis, Ilisha africana et Ethmalosa fimbriata). Les poissons demersaux sont des familles de Sciaenidae et Palaemonidae (Nematopalaemon hastatus). Les poissons demersaux sont capturés par des filets maillant de fond, alors que les petits pélagiques sont capturés par des filets maillants de surface dérivant ou calés.

4.1.2.3 EVOLUTION DES CAPTURES

En général, les captures augmentent avec l’effort. Les estimations actuelles font état d’environ 53.000 tonnes par an. On observe cependant des fluctuations d’année en année. Mais étant donné la nature de la ressource qui est surtout faite de bancs de petits pélagiques, on ne saurait dire avec certitude si la ressource est surexploitée ou pas (le rendement de pêche n’est pas proportionnel à la ressource). Notre expérience de la pêcherie, nous fait dire que les petits pélagiques seraient actuellement exploités à leur niveau optimal.

4.1.3 INTERACTIONS ENTRE LES PECHERIES MARITIMES

Les interactions entre la pêche industrielle et la pêche artisanale proviennent de la compétition pour les mêmes zones de pêche, les mêmes ressources et entre les espèces des différentes pêcheries.

4.1.3.1 COMPETITION POUR LES MEMES LIEUX DE PECHE

La grande productivité de la zone côtière, caractéristique des régions tropicales fait que la pêche industrielle qui doit normalement opérer au large se retrouve avec la pêche artisanale au niveau de la côte. Cette situation entraîne des dégâts à la pêche artisanale (engins de pêche déchirés ou perdus).

4.1.3.2 COMPETITION POUR LA MEME RESSOURCE

Comme on l’a mentionné dans les paragraphes précédents, la compétition pour la même ressource entre la pêche artisanale avec des moyens de pêche rudimentaires et la pêche industrielle avec une capacité de pêche très avancée, est très inégale car, la pêche industrielle à technologie avançée ne laisse presque rien au secteur artisanal.

4.1.3.3 COMPETITION ENTRE LES ESPECES

Il est bien connu de tous que les espèces de poisson ne vivent pas isolément, il existe des relations de prédation entre elles, interactions qu’il faut tenir en compte pour une gestion durable de la ressource. Des études menées (Djama, 1993) montrent que les sciaenidae consomment à la fois les petits pélagiques et la crevette blanche d’estuaire (Nématopalaemon hastatus). La gestion des pêcheries de crevettes, de petits pelagiques ainsi que celle des poissons demersaux devrait donc tenir compte de ces interactions.

4.2 LA PECHE CONTINENTALE

La pêche continentale se pratique dans les lacs et les grands cours d’eaux. C’est une pêche à la fois lucrative et de subsistance. Les statistiques de captures donnent une production moyenne de 60.000 tonnes par an.

4.2.1 INTERVENANTS

Il sera difficile ici d’avancer un chiffre du nombre des intervenants, dans la mesure où cette activité se fait dans la majorité des cas à temps partiel par des paysans qui sont soit des agriculteurs et /ou éleveurs. Par ailleurs les pêcheurs professionnels sont très mobiles à tel point qu’on ne peut pas pu fixer leur nombre.

AMENAGEMENT

5.1 LEGISLATION

La législation des pêches au Cameroun s’appuie sur la loi no. 94/01 du 20 Janvier 1994 portant régime des forêts de la faune et de la pêche. deux principes fondamentaux : la conservation de la ressource et la protection de l’environnement aquatique.

5.1.1 CONSERVATION DE LA RESSOURCE

Dans le cas de la conservation de la ressource, des mesures strictes sont prises à l’encontre du chalutage côtier (moins de 3 milles de la côte), ainsi que l’utilisation des engins de capture avec des petits maillages. Cependant, l’application des mesures prises rencontre des difficultés à cause du manque de financement.

5.1.2 PROTECTION DE L’ECOSYSTEME AQUATIQUE

La législation actuelle interdit de verser des produits polluants dans l’environnement aquatique, surtout des effluents industriels, agricoles et domestiques.

5.2 MECHANISME INSTITUTIONNEL

Plusieurs ministères sont en charge du secteur de la pêche au Cameroun, il s’agit du Ministère de l’Elevage, des Pêches et Industries Animales (MINEPIA), le Ministère de la Recherche Scientifique et Technique (MINREST), le Ministère des Transports (MINTRANS) et le Ministère de l’Environnement et des Forêts (MINEF) pour ne citer que ceux-là.

5.2.1 Ministère de l’Elevage, Pêches et Industries Animales (MINEPIA)

Le Ministère de l’Elevage des Pêches et Industries Animales définit et met en œuvre la politique gouvernementale en matière de développement de la pêche et de l’aquaculture à travers la Direction des pêches. Pour réaliser cette mission, certains organes ont été créés au sein du Ministère à savoir : la Mission de Développement de la Pêche Artisanale Maritime et la Caisse de Développement de la Pêche Maritime.

5.2.2 Ministère de la Recherche Scientifique et Technique (MINREST)

Le Ministère de la Recherche Scientifique et Technique à travers l’Institut de Recherche Agricole pour le Développement, mène des recherches sur des problèmes de développement tendant à l’augmentation de la disponibilité en ressources halieutiques et la conservation de l’environnement aquatique, à travers la Station de Recherche Halieutique et Océanographique qui est l'une des stations de l’Institut de Recherche Agricole pour le Développement (IRAD).

Les recherches sont menées par les Stations de Recherches de Limbé (pêche maritime et Océanographie) et Dschang (Pêche Continentale et Pisciculture). Mais cette recherche fait face à d’énormes problèmes de financement.

5.2.3 Ministère des Transports (MINTRANS)

Le Ministère des Transports est responsable de la législation sur les transports maritimes. Pour la sécurité en mer, le ministère définit les types de bateaux et pirogues utilisables dans le pays.

5.2.4 Ministère de l’Environnement et des Forêts (MINEF)

Le Ministère de l’Environnement établit des normes et le suivi environnemental des activités dans le pays.

5.2.5 RELATIONS INTER-INSTITUTIONNELLES

Actuellement, il n’existe pas à proprement dit, une structure inter institutionnelle effective de gestion des ressources halieutiques. Ceci se traduit à la fois par une duplication des responsabilités, une utilisation approximative des compétences, une mauvaise répartition des ressources financières et des conflits d’autorité.
